Independent Think Tank & Development Catalyst for Simbu Province

Established in October 2023 and headquartered in Kundiawa, Simbu Province, the Simbu Province Development Front Incorp. ("SPDF") is a non-partisan, non-profit NGO registered under the IPA Act of PNG. SPDF positions itself as both a critical voice and a practical implementer of change.

A peaceful, united, and prosperous Simbu Province where empowered communities thrive in harmony, uphold justice and equity, and shape a sustainable future for generations to come.

Our Mission

To strengthen community leadership, promote law and order, advance social equity, and drive sustainable development initiatives across Simbu Province by empowering citizens with the knowledge, support, and platforms they need to advocate for their rights and actively participate in shaping their own future.

Core Mandate & Strategic Pillars

SPDF Inc. aims to pursue the following objectives, and in doing so, to build a resilient, empowered, and vibrant community that can confront and overcome the challenges of today while laying the groundwork for a prosperous and just tomorrow.

Policy Innovation Think Tank

SPDF plans to put into operation a dedicated research and policy unit that will produce evidence-based alternative policy briefs, budget analyses, and innovative service-delivery models for the Simbu Provincial Government.

Gap-Filling Project Implementation

Where government systems are absent or dysfunctional, SPDF intends to step in through strategic partnerships with international and local NGOs (Oxfam, World Vision PNG, UNICEF, Australian DFAT, NZ MFAT, and the PNG Sustainable Development Program).

Social Advocacy & Community Justice

SPDF will run province-wide campaigns against sorcery accusation-related violence (SARV), tribal fighting, and gender-based violence. SPDF will work closely with other organizations that operate safe houses and will establish a 24-hour toll-free crisis hotline.

Transparency & Accountability Watchdog

Through the Simbu Open Budget Initiative, SPDF will publish quarterly "People's Scorecards" rating each of the province's six districts on use of DSIP and PSIP funds, promoting transparency and accountability in local governance.

Governance & Funding

SPDF is governed by a seven-member board comprising respected and accomplished Simbu professionals. Annual audits will be conducted by any one of the Big Four accounting firms and will be published online, commencing in 2026. Funding will be 100% grant-based and through 1 major annual fundraising ball event.

Full-time staff and a team of volunteers will be put into place in 2026 once the inaugural Board of Trustees is voted into office by November 2025.
